Unable to rune red primaray weapon

says "The Fiv Rune of Perception increases your Wisdom by 39 and Intellect by 26. It can be built into a level 6 primary Dodger weapon. Warning! When you use this rune, it will replace any other runes built into the item you use it on."
built into a level 6 ??? there is no such weapon mage or otherwise green unicorn weapons are level 7 as are chrome all runes in the shop say this except the one for the
axullary weapon it says :

Something not right here for sure If I buy new primary level 7 weapon (unicorn,chrome,arsenal or red) it cant take rune ??
but I see players that have it runes is my shop got bug ??
