quick question about trade fair

can you plz tellme if we will be able to buy lvl 6 and 12 weapons this trade fair or is it just for lvl 3 players?

i was asking incase it was a bug or somthink it doesnt seem fair that only lvl3 weapons are available and every1 else is left scratching there head but thanksfor th reply
