How to find Ludial Chain Links

Okay so I want the blue gear that you need 140 Ludial chain links to get but it doesn't say how I'm supposed to get them anywhere. Help?

in trade fair you can buy 8 of them (closed atm, in notices will appears when it's open), also you can buy from another player.

It is the purple item you it. These days you can only get the chain links through the fair, and buy them from other players through trades, auction, and exchange.
