Underwater world chest

Hi.
About couple month ago (or more) after the update I asked Cross Knight [16] if chest for underwater will work and than it will get fixed.
So far I am not able to open it nor take a quest to gain access to this chest.
My character is usually overloaded than I try to go underwater.
Please fix this problem.
