Seeking Wisdom From Fellow Locksmith

To remove things like Prisoner's Ball and Chain, Convict's Ball and Chain, Slave's Ball and Chain or Death's Ball and Chain using gray, green or blue Skeleton Keys. Does having a higher locksmith mastery increase the chances of removing those Ball and Chain?
